AGM  NOTICE DATED 27.11.2015

In accordance with the constitution of the All India Central Excise Inspectors Association, the members of the association are hereby notified that the Annual general body meeting of the Karnataka Unit of the Association will be held on 12.12.2015 at Bangalore. The venue and the detailed program will be communicated shortly.  The agenda for the meeting will be as follows:

1.      Presentation of the General Secretary’s report.
2.      Declaration of the results by the Election Committee.
3.      Taking over of charge by the new committee.
4.      Discussion on the sponsored points.

The members are requested to attend the AGM without fail. The members who are interested in sponsoring any points/issues for discussion in the AGM are requested to forward the same to the undersigned before 08.12.2015 with supporting documents if any.

            Further to the discussions the undersigned had with you and your oral consent to act as Returning officer for conduct of Election, we are pleased to appoint you as the Returning officer for the election of office bearers of AICEIA, Karnataka Unit, Bangalore. The election process is required to be completed before 12th December 2015, as the AGM is scheduled to be held on that day.

            The Returning officers may appoint Assistant returning officers if required for assisting in the process of election at various formations, as prescribed in Article 20 of the constitution of AICEIA.

            Election is required to be held for the posts enclosed in the Annexure -I to this letter.

           The position of office secretary will be co-opted by the General Secretary for assistance in running day-to-day affairs of the association.

3.         The Election Schedule:

    1. Filing of nominations                 - 30.11.2015 to 09.12.2015 (17-00 hrs)

    1. Withdrawal of nominations   - Till 10.12.2015 (12-00 hrs)

    1. Elections                                   - 11-12-2015

    1. Announcement of Results      - 12-12-2015

4.         The Returning Officers may appoint Assistant Returning Officers and responsible for conducting the election process in respect of the jurisdiction allotted.

As per the constitution of the association every member of the Karnataka Unit of the association is eligible to contest the election unless expressly barred by the General Body. The decision of the Returning officer is final in case of any dispute in this regard.

The members intended to contest in the election for the above cited positions should file their nominations in duplicate with the Returning Officers.  The elections will be held on the date specified above through secret ballot at the respective Commissionerates hqrs. and divisions (situated away from hqrs) by the Returning Officers.

If no nominations are received within the stipulate date and time for the specified positions, the same will be placed before the General Body for co-opting as per the constitution of the AICEIA for smooth functioning of the organization.  For all matters regarding the conducting of elections and declarations of results etc., the decisions of the Returning officer is final.

Recent Developments



Bangalore, the 17th February, 2015
Dear Members,

            The Cadre restructuring during 2014 has been historic, as regards  our Zone is concerned. There has been a windfall of new posts. A total of 407 posts (1137 against 730) in the grade of Superintendent and 326 posts (1380 against 1054) in the grade of Inspectors were created in addition to the existing strength. 244 Inspectors were promoted to the grade of Superintendents and about 90 Superintendents have been promoted as Assistant Commissioners. All of this has ensured that the stagnation in our zone in the cadre of Inspectors have been completely eliminated and all the eligible officers have been promoted in our zone.

            Consequently, we have large number of vacancies in both the grades. The working strength is a mere 43% of the sanctioned strength and there is acute shortage of Inspectors. During the annual DPC some more officers who become eligible, are likely to be promoted and this would further deplete the working strength.

As you all are aware all the officers who were posted to Bangalore Customs and were promoted during CR were allowed to continue there on in-situ basis, on the ground that they shall be transferred during AGT. The Cadre controlling authority has called for willingness for posting to Bangalore Customs and the orders are likely to be issued by end of March-2015. The Association is interacting with the Administration on these matters and has requested for framing a rotation policy for postings within Bangalore consequent to re-organisation.

            The CEC meeting of the AICEIA was held at Kolkata on 13th & 14th of February, 2015. From our zone, Shri.M.Chokkalingam, ASG, AICEIA & Shri. Gururaj G. Nayak, Working president attended the meeting. Com.Arun Zachariah, former President of AICEIA, addressed the CEC, in the Annual Lecture Series on ‘Participatory Governance’.

Various issues were discussed and the some of them are as under:-

1.      All India Seniority – Progress - status
2.      Issue of Stagnation – Progress of the Committee
3.      Delay in Promotion in Chennai/Mumbai and various other zones
4.      Revision of Pay scales – w.e.f. 01.01.96 - status
5.      Revision of the RR in respect of the Superintendent cadre
6.      Revision of the RR in respect of Group ‘A’ cadre
7.      Pay Commission Submissions
8.      TARC report
9.      Abolition of Uniform & Control Room Duty
10.  MACP issue
11.  Anomaly in the Minimum pay between DR and Promotee officers
12.  GST & its implications
13.  Infrastructural issues
14.  Free Mobile SIMs– status
15.  Agenda of the JAC with Supdt Association & IRS Association

The vacancy position at Karnataka Circle has become a matter of concern and the same was taken up with the All India Body. It was requested that the same may be taken up with the Board for conducting a special drive to fill up the vacancies.

            It is also to state that the General Body meeting of the Karnataka Circle is due and will be held by April-2015. Consequent to the large number of promotions many of the posts in the circle has fallen vacant and is required to be filled up. Members are requested to volunteer and take up responsibilities in the interest of the cadre.

PROMOTION OF OFFICERS - ON CADRE RESTRUCTURING

Dear Comrades,

It is a matter of great joy and pleasure to inform that 244 officers of our fraternity have got promoted to the grade of Superintendents. For some of these officers, it is their first promotion and this will be all the more sweeter for them. Many of our leaders have also been promoted and notably Com.Jayaseelan, President, Com.Bhaskar, Treasurer, Com.Shashi Dhar, Jt. Secretary, Mysore are amongst the officers who have been promoted. The Association congratulates each and every member officer of this cadre on their promotion and wishes them a bright and successful career ahead. We also thank them for their efforts and contribution towards the welfare of the cadre and Association.
Karnataka Zone is better placed in terms of promotion, as despite all the eligible officers being promoted we still have large number of vacancies which remain unfilled for want of eligible candidates, while same is not the case in some other parts of the Country. By this exercise, the stagnation in our zone has completely been eliminated, which is not the case in many other zones. 

This has also led to a situation where there will be about 57% of posts (Revised strength) remaining vacant, bringing in more burden on the shoulders of existing officers. It may take at least another couple of years to get these vacancies filled to a reasonable level. This will bring in a large number of problems which we should be ready to face and this is where we are required to stand united.

The Committee on Human Resources & Staffing is scheduled to meet today to discuss the emerging situation and suggest ways and means to go forward for implementation of Cadre Review. The Association would strive hard to put forward its views and ensure that all the members are put to minimum inconvenience during the entire exercise. Post implementation of the CR, we shall hold the elections for electing a new body at the local level.
