Dear Members,
You all are
aware that consequent to re-organisation almost all the office bearers of this Association were
promoted, wiping out the entire leadership and creating a vacuum in the
organisational level. Further, there was a huge displacement of officers from
one formation to another and posting of large number of officers to customs owing to which there was no
stability/continuity of officers within the zone for the purpose of forming a new body. All of you may also be aware that the
transfers and postings to Customs was under challenge in the Hon’ble Tribunal
which also added to the uncertainty.
Apart from the
above, the 7th CPC had submitted its recommendations which are
retrograde in nature and will have huge impact on the cadre. The all India body has
proposed to initiate organisational action to fulfill our legitimate demands, which requires maximum participation from the
members, in absence of which the cadre will have to suffer in the long term.
Further, the administration has vide letter dated 27.11.2015 called for a meeting of the Association office
bearers on 21.12.2015 to discuss the principles to be followed for drafting the
AGT guidelines for the coming year. In order to take up these causes and meet
these challenges ahead, it was felt necessary to move ahead and strengthen the
organisation by holding elections to constitute a new body. It is in this
background that the elections were announced within a limited timeframe.
I am glad to
note that the members have responded to the notice of Elections in a very
positive manner and have filed nominations to hold various positions in the
Association, which is encouraging and commendable. However, the returning officers appointed for conducting the Elections for AICEIA, Karnataka Circle, have forwarded a list containing posts for which election through ballot is to be held, along with the names of the candidates. While doing so, it has been stated that-
“Upon
completion of the process of filing/withdrawing of nominations, the posts
listed above are required to be filled by holding an election through
ballot. All these posts to be filled are
of the Central Committee, arrangements have to be made for voting at various
locations in the Karnataka Zone apart from Bangalore. We are of the opinion that, it is not
feasible to complete this exercise within the time schedule already
announced. Therefore, the Association
may consider extending the date for completion of election process taking into
account all other factors including circulation of list of candidates, printing
of ballot papers, in consultation with the Returning Officers.”
In view of the
above, it has been decided that the election process and the AGM are required
to be deferred for the time being in the larger interests of the cadre. The nominations received will be kept alive
and in abeyance till the process of election are complete. Due to paucity of
time and various logistical constraints, it is impossible to complete the
election process on or before 21.12.2015, i.e., the scheduled date of the meeting
with the Administration for discussing the AGT guidelines. Therefore, it has been decided to convene an emergency meeting of all the members of the Association on
19.12.2015 @ 10.30 Hrs at the Hqrs., office, Basement of CR Buildings Annexe,
Queens Road, Bangalore –1.
The agenda of
the meeting is as under:-
1. To finalise the last date for completion of the
election process and to decide the date & Venue for holding the AGM of the Association,
2.
To discuss the points for submission to
administration for discussion on AGT guidelines
3.
Any other issue of importance.
It is requested
that all the members may kindly participate in
the said meeting and strengthen the organisation. It is also requested to give wide publicity to all the members.
