PROMOTION OF OFFICERS - ON CADRE RESTRUCTURING

Dear Comrades,

It is a matter of great joy and pleasure to inform that 244 officers of our fraternity have got promoted to the grade of Superintendents. For some of these officers, it is their first promotion and this will be all the more sweeter for them. Many of our leaders have also been promoted and notably Com.Jayaseelan, President, Com.Bhaskar, Treasurer, Com.Shashi Dhar, Jt. Secretary, Mysore are amongst the officers who have been promoted. The Association congratulates each and every member officer of this cadre on their promotion and wishes them a bright and successful career ahead. We also thank them for their efforts and contribution towards the welfare of the cadre and Association.
Karnataka Zone is better placed in terms of promotion, as despite all the eligible officers being promoted we still have large number of vacancies which remain unfilled for want of eligible candidates, while same is not the case in some other parts of the Country. By this exercise, the stagnation in our zone has completely been eliminated, which is not the case in many other zones. 

This has also led to a situation where there will be about 57% of posts (Revised strength) remaining vacant, bringing in more burden on the shoulders of existing officers. It may take at least another couple of years to get these vacancies filled to a reasonable level. This will bring in a large number of problems which we should be ready to face and this is where we are required to stand united.

The Committee on Human Resources & Staffing is scheduled to meet today to discuss the emerging situation and suggest ways and means to go forward for implementation of Cadre Review. The Association would strive hard to put forward its views and ensure that all the members are put to minimum inconvenience during the entire exercise. Post implementation of the CR, we shall hold the elections for electing a new body at the local level.

Developments on Cadre Restructuring

Bangalore, the 15th September, 2014
Dear friends

               The cadre restructuring is truly on and as a first step the CBEC has directed the cadre controlling authorities to hold DPC for promotions from Inspector to Superintendent and DOS to AO and issue the orders of promotion by 30th of September 2014. 

            As regards the Karnataka zone the additional posts that are created consequent to CR in the grade of supdt is 414 and that of Inspectors is about 310. It is a fact that about 250 inspectors are likely to be promoted against these new posts.. As per the information available all  officers who joined the grade of Inspector on or before 31.12.2005 will be eligible for promotion.

            Consequently the strength of the Inspectors cadre is likely to come down to a large extent. This would place additional burden on the existing Inspectors. Most of the Inspectors presently posted to Bangalore Customs are likely to be promoted and new officers will have to be posted in their place. Further additional posts being created are more in Bangalore and therefore the officers who are presently posted out of Bangalore are likely to be transferred to the new posts. Audit Commissionerate is being created and a policy has to be formulated for posting of officers to the new formations.

          In order to discuss the issue an appointment has been sought from the Chief Commissioner which has been granted on the 22nd of this month.Therefore  all the members are requested to send their valuable suggestions /inputs regarding allocation /posting of officers to the new formations to the Association on email at aiceiakar@gmail.com and/or jayaseelan_c@yahoo.co.in or in the Facebaook Group - AICEIA KARNATAKA 

          Recently the Association had made a presentation before the 7th CPC. A copy of the memorandum submitted can be seen by clicking the following link. Further new office bearers were elected for Service Tax Commissionerate at Bangalore. Similar exercise wil be carried out in all the commissionerates shortly.

Meeting with Cadre Controlling Authority on 18.06.2014

Dear Comrades,

In the event of letters submitted by Association on various issues, the Administration called for a meeting with Association on 18.06.2014 @ 3PM. The meeting was chaired by Chief Commissioner with Comnr I, ADC(P&V) from Admin Side and Shri Chokkalingam, Shri Gururaj Nayak & myself from Association side.

Issues discussed:

1) Rotation Order: With reference to various issues pointed out by Association in its letters (ref: Assn. blogspot), and also during the meeting, the Admn. Explained the pattern in which it was done, that the intention is to give more career opportunity to officers and helping them to grow. The officers not rotated now also will be rotated in the next turn. Administration informed that they have received 5 representations from officers, and the individual representation will be reviewed for reconsideration. [Pl refer to modification orders issued. Officers having grievances may also represent immediately]

2) Finalization of pending vigilance cases: The Chief Commissioner assured early disposal of vigilance cases pending for long period and issued directions to follow up the matter.

3) Missing APARs: The Association informed to extend its cooperation with Administration in respect of missing APARs, and the Admn. agreed to share the list with Association.

4) Cadre Restructuring: Comnr. I explained the formations coming up on CR, i.e, 5 C.Ex. Commissionerates (of which 1 composite Commissionerate), 2 S.Tax Commissionerates, 2 Cus. Commissionerates, Audit Commissionerate (1 C.Ex. & 1 S.Tax) in Bangalore & 1 C.Ex. Audit Commissionerate in Mysore Zone in addition to existing formations, Mlr Cus.

The Administration also expressed its displeasure in the language used in the letter submitted by the Association. The Association explained the circumstances which lead to submission of such a letter and assured to be more careful in use of words/phrases in written submissions.

ROTATION OF OFFICERS WITHIN BANGALORE CENTRAL EXCISE AND SERVICE TAX COMMISSIONERATES



Dear Members,

                The Association has been receiving calls from members regarding the rotation of officers within Bangalore Central Excise & Service Tax Commissionerates, expressing opinions for and against such a transfer. At the outset, the Association would like to place on record, that the decision regarding the said rotation was neither informed to the Association, nor was it consulted at any stage. Any information which is in circulation to the contrary is therefore, baseless and may be ignored.

                The Association had learnt that such a rotation is being contemplated and therefore, vide letters dated 28.05.2014 & 09.06.2014, the Chief Commissioner was requested to provide an opportunity of being heard before such a decision is taken.                The efforts/attempts of the Association to personally meet the Chief Commissioner also did not yield any positive results. The order was finally issued on 12.06.2014, in such a manner, ignoring all the suggestions from this Association. Thereafter, a letter dated 12.06.2014 was issued by the Additional Commissioner to the Association, received by the Association on 13.06.2014, informing that the decision to rotate was taken with the concurrence of the Chief Commissioner and the respective Commissioners.

                Under these circumstances, a meeting of the Central Executive Committee was held to discuss amongst other issues, the above one as well. The General Secretary of the Superintendents’ Association also participated in the deliberations on the matter. It was decided that a letter lodging protest in the manner in which the entire action was carried out by the department shall be issued. All other options, administrative as well as legal shall be explored.  It is expected that the administration would re-consider the decision, and consult the Association, before going ahead with the same.

Notice for Central Executive Committee Meeting

Bangalore, the 12th June, 2014

Dear Comrades, 

Notice has been issued for holding the executive committee meeting of AICEIA Karnataka Circle on 15.06.2014 (Sunday) at 11 AM at CR Building, Queens Road, Bangalore.  

The agenda for the meeting is as under:-
 1)Points of discussion by Joint Secretaries pertaining to the respective Commissionerates. 
2)Discussions on all India issues including CR, points/ resolutions for All India Convention of AICEIA to be held on 25th & 26th June 2014 at Trivandrum. 
3)Subscription/DDO Certificate 
4) Financial position of Association/dues to Central committee/ expenditure etc. 
5) Fixing dates for Election of new Circle Committee 
6)Any other points of relevance. 

All the office bearers are requested to attend the meeting without fail. Further, they are requested to come prepared for the deliberations on various issues and also viable solutions. The Unit secretaries/Joint Secretaries may consult the members regarding any issues, that require the attention of the Association, so that the same can be taken up at appropriate level.

It is once again requested to appreciate the importance of the meeting and to ensure your attendance keeping aside all other personal engagements.

Blog for the Association

Dear friends,

Greetings to all,

All of you must be aware that our Circle had a functional website of its own in the recent past. However, the same was not updated from time to time on account of various factors/reasons and has become non-functional. Since that we are at the threshold of very important events viz., cadre restructuring and the 7th Pay Commission, it was felt necessary that a way is found to communicate with the members and share the information, beneficial to one and all. 

In this regard, though we do have a group on Facebook, it is restricted to only the known members who are on the friends list of one or the other existing member and therefore the sharing of information is not seamless. Hence an attempt is being made to create a blog for the purpose, so that the information is shared with everyone. Such an arrangement would ensure that the sharing of information will be seamless on this platform. 

This is to ensure that the support and participation of the members which are very crucial in strengthening the organisation at the local level and also ensure that the All India body as well grows from strength to strength. Therefore, we request each one of you to be active and involved and volunteer your services to fight for our rights and justice.
