ROTATION OF OFFICERS WITHIN BANGALORE CENTRAL EXCISE AND SERVICE TAX COMMISSIONERATES



Dear Members,

                The Association has been receiving calls from members regarding the rotation of officers within Bangalore Central Excise & Service Tax Commissionerates, expressing opinions for and against such a transfer. At the outset, the Association would like to place on record, that the decision regarding the said rotation was neither informed to the Association, nor was it consulted at any stage. Any information which is in circulation to the contrary is therefore, baseless and may be ignored.

                The Association had learnt that such a rotation is being contemplated and therefore, vide letters dated 28.05.2014 & 09.06.2014, the Chief Commissioner was requested to provide an opportunity of being heard before such a decision is taken.                The efforts/attempts of the Association to personally meet the Chief Commissioner also did not yield any positive results. The order was finally issued on 12.06.2014, in such a manner, ignoring all the suggestions from this Association. Thereafter, a letter dated 12.06.2014 was issued by the Additional Commissioner to the Association, received by the Association on 13.06.2014, informing that the decision to rotate was taken with the concurrence of the Chief Commissioner and the respective Commissioners.

                Under these circumstances, a meeting of the Central Executive Committee was held to discuss amongst other issues, the above one as well. The General Secretary of the Superintendents’ Association also participated in the deliberations on the matter. It was decided that a letter lodging protest in the manner in which the entire action was carried out by the department shall be issued. All other options, administrative as well as legal shall be explored.  It is expected that the administration would re-consider the decision, and consult the Association, before going ahead with the same.
